COMBINED PRESOLICITATION/SOLICITATION FA460026Q0125 Phragmites Removal Offutt AFB, NE This is a combined presolicitation/solicitation for commercial service in accordance with the format in Revolutionary Federal Acquisition Regulation Overhaul (RFO) Subpart 12.202(b)(1), as supplemented with additional information included in the notice. This announcement constitutes the only solicitation; quotes are being requested, and a separate solicitation will not be issued. Solicitation number FA460026Q0125 is issued as a Request for Quotation (RFQ) for primary objective of this project is to implement a targeted herbicide treatment plan to eradicate Phragmites australis from the designated areas at Offutt AFB. This will involve a multi-year effort utilizing best practices for herbicide control to achieve long-term success and promote the re-establishment of native vegetation. This acquisition is set aside for a small business concern under NAICS 561730, Landscaping Services. This solicitation incorporates provisions and clauses by reference. Lack of a SAM registration will make an offeror ineligible for award. APPLICABLE LABOR LAWS This solicitation is subject to the Service Contract Labor Standards RFO 52.222-41 and the current wage determination, Service Contract Act WD #2015-5005, Revision 30, Revised on 26 August, 2026.
